Roc City Parents Bylaws:
ARTICLE I – NAME
This organization shall be known as Roc City Parents
ARTICLE II – MISSION
The mission of Roc City Parents is to retain and recruit invested RCSD families by promoting, celebrating and strengthening our schools. We partner with the Board of Education, Central Office, Schools, PTOs, realtors and Neighborhood associations to bring to light schools, programs, students, alumni and teachers who are succeeding.
ARTICLE III – OBJECTIVES
The objectives of Roc City Parents are
ARTICLE IV – COMMUNICATION GUIDELINES
To ensure that the organization provides a uniform message, all official communications from Roc City Parents must be approved by the Chair or Communications Director. While members and board members are free to express their opinions in any medium, they must make it clear at the time that they speak as individuals, not for the organization unless prior approval from the Chair or Communications Director has been granted.
ARTICLE V – MEMBERSHIP AND DUES
ARTICLE VI – VOTING BODY
The voting body shall consist of all members of the organization present at board-sanctioned meeting.
ARTICLE VII – ELECTED BOARD MEMBERS AND ELECTIONS
1. The principal elected officers of Roc City Parents shall be as follows
a. Chair
b. Vice-Chair (in lieu of chair/vice-chair, co-chairs may be elected)
c. Secretary
d. Communications Director
2. The term of office for each officer shall be one (1) year, beginning February 1.
3. Only current members are eligible for office.
4. Officers shall be nominated by the membership.
5. Elections shall be held at a meeting in January. All members of the voting body present at the January meeting are eligible to vote.
6. In the occurrence of a vacancy of any office, the chair shall appoint a replacement for the remainder of the term.
7. Removal of any officer for cause shown is to be by two-thirds vote of all members of the voting body (as defined in Article VI) of the organization.

These By-laws can be amended or changed at any meeting of Roc City Parents by a two-thirds vote of all members present provided the membership has been notified of the amendments 30 days in advance in writing.
ARTICLE XI – DISSOLUTION
In the event of dissolution of this organization, all records and other assets shall be deposited to be held in trust by the Flower City Parents Network.

- To assure that the achievements and the strength of diversity of the RCSD are better highlighted.
- To support the district’s efforts to provide children in the RCSD with the same educational opportunities as children in the highest performing schools in Monroe County, while recognizing that the RCSD needs to serve a diverse group of children with different ability levels and educational needs.

- Any person who accepts the mission, objectives and communication guidelines of Roc City Parents may become a member.
- A person is considered a member if they are registered with name and address in the member directory. No dues are to be collected from members. Membership does not expire, but members may leave the group by written request to a board member.
- Roc City Parents has no budget and will collect no monies.
- Membership may be revoked by a two-thirds majority of the voting body.

ARTICLE VII – DUTIES OF THE OFFICERS
- CHAIR: Shall coordinate the activities of the organization and shall facilitate discussions between members. The chair is also authorized to call special meetings of the organization, coordinate special committees within the organization, and may serve as a liaison to the community. It is the chair’s responsibility to set the board meeting and general meeting agendas.
- VICE CHAIR: Shall be responsible for keeping the membership list up to date and shall make confirmation of membership to members. In the absence of the Chair, the Vice Chair will perform her/his duties. If Co-Chairs are elected instead of Chair/Vice-Chair, the duties of Chair and Vice-Chair shall be shared in a manner suitable to both parties.
- SECRETARY: Shall preside in the absence of the Chair and Vice-Chair. Shall record and retain the minutes of all meetings and forward them to any newly elected Secretary. Shall submit all minutes from general meetings to the board for approval and after such approval to the webmaster for publication on the Roc City Parents website.
- COMMUNICATIONS DIRECTOR: Shall coordinate communications for and on behalf of the Association in agreement with the Chair and organization. Shall assume duties of the Chair in the absence of the Chair, Vice Chair and Secretary.
ARTICLE VIII – BOARD
- The board shall consist of Chair, Vice-Chair, Secretary and Communications Coordinator. All other members of the organization shall enjoy the same rights as do board members except those relating to the duties outlined above.
- The duties of the board shall be to discuss and transact business between meetings and act upon plans submitted by any committees formed thereof before they are presented to the membership and other functions and described by these by-laws.
- The board shall meet as needed. Board meetings require that a quorum of three members be present physically or electronically enabling direct communication between board members.
- In the event of a tied vote board members must reach consensus.
ARTICLE IX – MEETINGS
- General membership meetings are to be held as needed with notice of meetings distributed at least 7 days prior to the scheduled meeting. Notice of meetings (Facebook) shall specify date, time location and agenda of the meeting.
- Meetings of Roc City Parents shall be open, but the privilege of voting shall be restricted to the membership. The board reserves itself the right to remove non-members from the meeting.
- A quorum shall consist of a minimum of five members of the organization, two of whom must be board members. A vote of the majority of members present and voting at the time of the vote, except as otherwise set forth herein, shall be the act of the members.
- Members may submit agenda items to be approved by the chair at least four days prior to meetings.
- Minutes from the previous meeting must be approved before new business can be addressed.
